Job insecurity in the Ecuadorian public sector: analysis of the violation of the right to work through occasional contracts

Abstract

The scientific article adopts a critical-propositive and qualitative approach to analyze the violation of the right to decent and stable work in the Ecuadorian public sector due to the indiscriminate use of occasional contracts. Through documentary review and interviews with experts, public servants, union representatives and authorities, a holistic understanding of the phenomenon is obtained. From a critical paradigm, the study questions and problematizes the institutional practices that have normalized the indiscriminate use of occasional contracts, perpetuating job insecurity and violating fundamental rights. Legal reforms, public policies and institutional mechanisms are proposed to guarantee the unrestricted respect of labor rights, including the regularization of occasional servants and the strengthening of collective bargaining.
