AVALIAÇÃO DE IMPACTO AMBIENTAL E AVALIAÇÃO AMBIENTAL ESTRATÉGICA: HÁ EVIDÊNCIAS DE TIERING NO PLANEJAMENTO DE TRANSPORTES PAULISTA?

Abstract

A Avaliação de Impacto Ambiental (AIA), orientada pelo Estudo de Impacto Ambiental (EIA), é obrigatória para projetos e a Avaliação Ambiental Estratégica (AAE), voltada a apoiar o planejamento, não é mandatória no país. Para estudar o tiering entre níveis decisórios no planejamento de transportes, selecionou-se como objeto a AAE do Programa Rodoanel e os subsequentes EIA dos trechos Sul, Norte e Leste. O objetivo é analisar a avaliação estratégica do Programa Rodoanel confrontada com os impactos ambientais dos EIA para caracterizar a prática de tiering no planejamento de transportes. Os resultados da pesquisa demonstraram evidências de aspectos do tiering no caso considerado, como o foco da AAE na abordagem dos temas ambientais na escala de planejamento, a relação explícita entre as categorias de impactos nos EIA e os efeitos do Rodoanel previstos na AAE. Entretanto, a prática de tiering no planejamento de transportes paulista ainda é limitada e tem muito a avançar.Palavras-chave: Avaliação Ambiental Estratégica; Avaliação de Impacto Ambiental; planejamento de transportes; hierarquização.Environmental Impact Assessment (EIA), guided by Environmental Impact Statement (EIS) is mandatory for Brazilian pro­jects, whereas the Strategic Environmental Assessment (SEA), aimed at supporting planning, is not mandatory in Brazil. In order to study tiering among decision-making levels in transportation planning, we selected the SEA report from the Rodoanel Program and the subsequent EIS of the South, North and East Sections. The objective is to analyze the strategic assessment of the Rodoanel Program in the face of the environmental impacts presented by EISs, in order to characterize tiering within transportation planning. The results show that some aspects of tiering were present – such as the focus of SEA in addressing environmental issues during the planning stage, the explicit relationship among the impact categories in EISs, and the effects of Rodoanel as foreseen by the SEA. However, the practice of tiering in the transportation planning of São Paulo is still limited and can be expanded.Keywords: Strategic Environmental Assessment; Environmental Impact Assessment; transportation planning; tiering.
