Abstract

The developmental social welfare policy mandates a developmental approach to all social service delivery, including statutory interventions which form part of protection services. This article intends to open a debate not on whether statutory social services can or should be developmental, but on how to provide these services within a developmental approach and what the challenges are to achieve this, given practice realities.
