Developing competencies for digital citizenship in Nigerian classrooms: a 4IR perspective

Abstract

The Fourth Industrial Revolution (4IR) has compounded technological change across education, requiring learners to possess next-generation digital skills to engage in an interconnected world appropriately. This research article assessed the evolution of digital citizenship competencies in Nigeria's classroom environments by determining currently experienced challenges, new interventions and positive facilitators. This study was based on a qualitative meta-synthesis of the most recent, relevant empirical and conceptual studies in order to understand the integrated context of teaching and learning of the three components of teaching viz; teacher competence, infrastructural/policy support, and ethical-civic participation in digital spaces, through evidence-based results. Most of the reviewed studies highlighted infrastructural deficits, limited teacher readiness, and fragmented policy implementation as key constraints. Conversely, facilitators such as targeted government training schemes, emerging public–private partnerships (PPPs) in Lagos and Abuja, and policy pilots documented between 2021 and 2024 demonstrate measurable progress—particularly in teacher professional-development coverage and ICT resource availability. This research is important for establishing the need for teachers and students to become digitally literate and ethically compelling, ensuring safe, equitable, and empowering engagement in intercultural online spaces. It also lends support to curricular reinforcements, continuous teacher professional growth and anticipated digital infrastructure developments. Finally, studies should be conducted over time and compared to the developments of citizenship initiatives and Nigeria's standings within global educational standards. However, without rectifying ingrained deficiencies, the changes 4IR has brought will remain out of reach for the next generation of digital citizens.
