Analysis of Perceptions and Awareness of Implementors and Policy Targets on Health Service Management (Sharia): A Systematic Literature Review

Abstract

Hospital health services include outpatient services, inpatient services, and emergency care services which include medical services and medical support services (Republic of Indonesia Law Number 44, 2009). It is realized that quality service between patients and service providers (providers) often results in differences in perception. Patients interpret quality and effective service if the service is comfortable, pleasant, the staff are friendly, which overall gives the impression of satisfaction to the patient. Meanwhile, the provider means quality and efficient service if the service complies with government standards. These differences in perception often cause complaints about services. Perception is a person’s response or acceptance of an experience, object, event or information or message.Awareness is the ability to be aware of internal and external existence. Awareness can also be interpreted as a mental state of being aware of something. Regional general hospitals (RSUD) are one of the health service institutions that are important for policy targets. As time goes by, the need for policy targets for quality health services is increasing. One of the efforts that can be made by RSUD Brigjend H Hasan Basry Kandangan to improve service quality is by implementing Sharia Policy. This research uses qualitative research methods through a narrative literature review. The data collection technique uses analysis of twelve journals from various journal publications. Based on the results of the study in this literature review, it is recommended that hospitals that implement health service policies (sharia) continue to improve service quality and efficiency. Apart from that, there needs to be good communication between policy makers, policy implementers and policy targets to improve perceptions and awareness regarding health services (shariah). Thus, implementing health service policies (sharia) in hospitals can provide maximum benefits for implementers and policy targets. Perception and awareness have a significant influence on individual behavior. Policy target awareness of policy implementation is an important factor in the success of policy implementation.
