Abstract
Introduction: Open science is a global movement that aims to transform contemporary science into a more collaborative, inclusive, and transparent enterprise, with the purpose of accelerating scientific progress. Historically centered on access to publications, the concept of open science expands to include the entire research cycle and all of its processes and products, and expands to other social segments involving a plurality of actors. In this complex context, the challenge that arises is how to balance the various parameters, visions, and discourses involved in the development of policies, plans, and strategies. Objective: This paper discusses the visions and promises of open science and the technological, administrative, and sustainability infrastructures necessary for its implementation. Methodology: Based on exploratory and qualitative research, the technical and political bases of the model were extracted from reports by international organizations involved and by authors who discuss the topic. Result: As a result, a proposal for a matrix model is presented that supports the construction of action plans and strategies for achieving open science practices. Conclusion: It is concluded that despite the argument that science is essentially open, a large part of research products remain inaccessible and uninterpretable due to various restrictions, highlighting the need for sustainable strategies that promote the openness and accessibility of these data while respecting their particularities and restrictions.
