**Job Description Summary:**

The Environmental Specialist is responsible for soil and groundwater management, due diligence and regulatory compliance relating to work on major or complex energy infrastructure projects, including the construction, maintenance and decommissioning of electric transmission and distribution lines and substations as well as natural gas pipelines\. The Environmental Specialist position is responsible for all phases of the planning, scheduling and implementation of transmission and distribution utility projects with latitude for exercising initiative and independent decision making in support of the corporate environmental policies and goals, including taking appropriate actions to respond to environmental requirements or incidents in order to minimize environmental liability and ensure compliance\. The Environmental Specialist position will conduct environmental assessments, soil and groundwater pre\-characterization, spill/site remediation and soil management, attend public meetings and hearings, and provide oversight of contracts and consultants for such services\. This position shall report to Licensing and Permitting, and will work with all Environmental Affairs Department groups to ensure well\-coordinated procedures and practice for soil management\.

+ Implements and oversees the organization's environmental policies and procedures regarding the impact of the Company's operations on water, air and land quality, particularly with respect to soils, and ensures compliance with federal, state and local environmental regulations\.
+ Provides soil and groundwater management strategy on all construction and maintenance projects to ensure compliance with appropriate regulations\.
+ Analyzes environmental conditions on Company sites and recommends changes to prevent or eliminate dangerous substances and materials\.
+ Oversees implementation of changes to procedures and processes to minimize risks and prevent mishaps, with focus on those relating to potentially contaminated soils\.
+ Serves as Company lead with federal, state and local environmental agencies for soil and groundwater management onmajor energy infrastructure projects, including the construction and maintenance of electric transmission and distribution lines and natural gas pipelinesand decommissioning substations\.
+ Acts as the Company's representative at environmental and regulatory hearings and legislative meetings\.
+ Organizes and coordinates Company environmental relations with communities and other stakeholders and directs the dissemination of pertinent information relating to environmental matters\.
+ Provides training to Company employees and contractors to ensure they understand environmental compliance requirements and obligations\.
+ Oversees vendors performing environmental work\.
+ Maintains current broad\-based knowledge of federal, state and local environmental laws, regulations, policies and by\-laws and in\-depth knowledge in specific area\(s\) of environmental regulation, particularly soils management, reuse, treatment and disposal\.
+ Reviews and analyzes existing and proposed federal, state and local environmental laws, regulations, policies and by\-laws to assess impacts on the Corporation and advises internal groups accordingly\.

_Technical Knowledge/Skill:_ Requiresgeneral understanding of utility industry, and ability to interact persuasively with all levels of the Company and external environmental agencies\. Also requires strong communication and organizational skills\. Ability to use PC desktop applications \(e\.g\., Microsoft Word, Excel andPower Point\)\.

_Education:_ Requires aBachelor's Degree in Environmental, Applied Science, Engineering or related discipline\.

_Experience:_ A minimum of five \(5\)years in soil and groundwater management of linear projects in New England including under state and federal waste site cleanup and hazardous waste regulations\. Requires experience in managing or conducting environmental projects under Federal Permitting Programs regulated under, or by, the Clean Water Act \(e\.g\., storm water, NPDES and SPCC Compliance\), the Clean Air Act, RCRA/CERCLA \(solid and hazardous waste, spills, sites\), and Massachusetts, Connecticut and New Hampshire waste site cleanup and hazardous waste Programs regulated under, or by, the Massachusetts Environmental Policy Act \(MEPA\), MassDEP, CT DEEP, NHDES and Local permitting programs for applicable state \(e\.g\., earth removal permits via Planning/zoning boards\)\.

_Licenses & Certifications:_ A valid driver's license is required\. Certification as a Massachusetts Licensed Site Professional \(LSP\), Connecticut Licensed Environmental Professional \(LEP\) or New Hampshire Professional Geologist \(PG\) and current 40\-hour HAZWOPER preferred\.
